This island is located not far from Tobelo. So, it has the common problem due to lot of visitors, i.e. garbage and dirty beach.

This tour operator now goes by the name Halmahera-Tour. The following is my 15 point complaint letter, which i submitted to the Halmahera Tourism Bureau, about the head of the company, Yus F. Tjingaisa, and Halmahera-Tour.com, regarding his performance and standards of service.
I came to Morotai on 27 of June, 2016, for a 5 night/12 dive trip with them. We agreed over the phone and via email to 7,000,000 IDR for everything, including airport transfers at the beginning and end of my trip (pick up from Kao, drop off at Morotai). After Yus brought me to my hotel in Tobelo, we sat down to discuss the particulars of our deal. I reviewed everything, specifically stating 5 nights room and all food, all dive gear and transport for 12 dives, and airport transfers at the beginning and end of the trip. Yus agreed to those exact particulars.
Problematic facts:
1)He never did a buddy check for a single one of our dives.
2)He did not ask how many bar I have left until the 6th dive.
3)He never did briefings before dives unless I asked, and even then, I had to explain to him what I meant by a dive briefing. He seemed unfamiliar with the concept.
4)His gear was often dragging in the muck or banging into corals and other lifeforms.
5)Several times, he was about an hour late to pick me up for things.
6)On a muck-dive, with very low visibility of about 6 meters, he disappeared three times while I was taking pictures.
7)On both a night dive, and a short cave dive, he did not carry a backup light, and on the cave dive, he refused to provide me with a light. Also, the lights were of the lowest quality. When I asked why, he said that it was because they were the only ones available in Tobelo. I did not understand this, as he acquires other, better gear from other parts of Bali.
8)He did not have a dive computer or a dive-time table, just a wrist watch.
9)His boat was leaking badly, requiring him and his crew to bail water out of it frequently. Water was visibly streaming in through holes in the hull.
10)On a dive to see sharks, he forgot the bottle that he was going to drum on, to draw them in.
11)We only had one dive planned on our last day, but he suggested doing two, to which I agreed, after we agreed to a price. On that 13th dive, he ended the dive after thirty minutes, and I still had 80 bar. I asked him why he ended it so soon, and he said it was because his air was low. I asked how many bar he had at the beginning of the dive, and he stated 150, much lower than the standard for a full length dive. In other words, I got an abbreviated dive because he didn't enter the water with a full tank.
12)He did not ask my level of certification until the dives were finished.
13)He left Morotai without telling me, and without paying for my final dinner or my final airport transfer. When I reached him by phone, he apologized and made excuses, and talked about going over budget and not having any money left, and the price of fuel for the boat. When I stated that I did not need to know about the price of fuel, he began to argue, and then he hung up the phone.
14)I believe that the hotel he checked me into in Morotai, the Pacific Inn, had bed-bugs. -On Day 4, I had over 60 insect bites on my torso and arms. When I complained to Yus, he said they were sand-fly bites, from not wearing a shirt on a beach walk on Day 1. Insect bites do not take three days to begin itching, and I would have noticed if I was getting bitten that much on the beach walk. Furthermore, I have experienced bedbugs in the past and recognize their effect.
15)He made multiple references to the bonus he should be paid, which, in my opinion, was in very poor taste. Furthermore, after seeing Mantas, at a reliable Manta cleaning station, he suggested a Manta bonus. After seeing Mantas at a Manta cleaning station?Come on.
Over the course of the trip, I became increasingly doubtful as to whether Yus is a legitimate Divemaster. I now feel certain that, if he does in fact have a DM certification, he paid a bribe to a certifying entity to give him the certificate. Furthermore, while visiting and diving in a different part of the Halmahera region, I met Indonesian people who are familiar with Yus, and who confirmed that he is not a true divemaster. I found Yus to be very unprofessional, utterly without enthusiasm for or interest in what he was doing, and it felt as if he did not take my concerns seriously. It is my opinion that diving with Yus is dangerous, and that he should not lead anyone in diving.
One thing for which I must give him some credit is that, on our 10th dive, which was to be a max 20meters, having already done a deep dive that day, I dropped my sportcam, and it landed at about 45 meters. He approved a search, and, after I located it, he dived down and retrieved it.
I write all of this in hopes of helping to develop safe and respectable tourism in Indonesia - a country with which I have fallen completely in love.

This homestay/accommodation no longer operates and is in ruins. Boat drivers will still take you there and say it is possible to stay but this is not true.

This island has the best view to have lunch to.
You could bring your own picnic set, or you coud grill your fish and eat while it's hot.
Unfortunately, so many people still dont have the awareness to keep the rubbish for themselves. Which is why on some corner of this island, you'll find a pile of thrashes lying around.

Pulau Kakara in itself looks like a nice, almost desert island with a couple of very very basic rooms if you want to spend the night (big beds with used mattresses, mosquito nets and a not-so-clean mandi outside).
There is also a dive center there but we just had a very bad experience with them. The full story follows but the short version is, if you want to dive there, have your own equipment and make sure you only need the boat rental. And be prepared to bargain hard.
The contact person, Yus, (his number is in the Lonely Planet) first quoted us ridiculously high prices for the dives and the rooms on the island. After bargaining it down to a reasonable price (1.9 million rp total for 2 divers and 2 snorkellers) and agreeing to 2 dives including the famed 'underwater volcano', he would later send messages to try and get more money on the pretext that well, it turns out the volcano is far and gas is expensive and we had to pay more and so on. Not a very sensible way to do business.
Despite that, we decided to go on and met the dive guide the next morning. Upon testing the equipment already prepared for us on the boat, it became obvious that it was quite old and in a bad state: one pressure gauge was not working, one emergency second stage was broken, and there were leaks here and there on all regulators. We couldn't exchange with other equipment because what was on the boat was all they had. Yes this dive center is very poorly equipped and i suspect that none of its equipment has been maintained let alone replaced since at least a few years. We asked the guide if at least he had a dive computer and he said yes.
Despite the dodgy gear we decided to try with a first dive on a coral garden nearby. After setting up his gear the guide jumped first in the water without even checking ours (we were two beginners with under 20 dive each under our belt). We went underwater in a very shallow area (3 m max.) with the guide stepping on the coral as he went down. The rest of the dive was almost like snorkelling, hovering close to the surface, going to a max. depth of 6 m maybe. Boring, and the coral wasn't even great. And the guide was busy taking pictures of us and the animals instead of actually guiding. But the best part was that he had NO DIVE COMPUTER and no table either. This was completely unsafe!
Obviously, we cancelled the second dive and the night on the island. That Yus guy insisted over the phone that we pay at least 75% of the agreed price, saying it was not his fault if the equipment was bad (oh really? Then whose fault was it??). But we finally handed 50% and walked away.
Once again, if you want to be safe, please don't dive with the Pulau Kakara dive center!
