I´ve stayed at the Chill Inn nearly 2 weeks over Christmas and New Years - and it truly felt like holidays with friends.
The staff is great, nice guys to party and hang out with, Yoli (hostal owner) is truly in her environment and loves her job. Therefore you get all the help you need, we had cooking sessions, celebrated X-Mas and New Years together.. perfect for solo travellers and open minded/ social people. Kitchen, BBQ, fridge, WLAN.. all there for free.
The hostel itself is clean and safe.. you walk to the beach 1 minute, the bars are around the corner, but its still possible to get a good night sleep as the noise is a bit away (not easy to find in Atacames..). The beds are comfortable, all rooms have fans and mosquito nets in the windows. Try to avoid room number 1, all the others are spacious and with a lot of windows. The house has also a huge rooftop, which worked out perfect for my Yoga sessions during sunset time :)
As for safety issues in Atacames - its not as bad as I was told before. Like any other place with bars, drugs and alcohol in Southamerica..
